The brown down is how it's cooked. So before you cook any of the filling, you heat oil in the pan with a bit of sugar so it caramelizes and adds a nice sweetness. This Caribbean cooking technique involves caramelizing sugar in oil first, then adding meat to cook in the caramelized base.
